Split a hospital budget, top down, into prices.
Start from a hospital's total budget, split it into cost areas such as surgical, wards, cleaning and catering, and give each one the cost drivers that fit it — square metres, bed-days, cases and so on — to get a unit price.

Budget
The starting split is only an example. Replace the percentages with the hospital's own budget.
Cost structure
Each line is a share of the line above it. The lines under one parent should add up to 100%.
Cost drivers
Choose what each cost is priced per. A line can be split over several drivers — for example a medical ward partly per bed-day and partly per case.
